Built on the site of the original Decatur High School

Decatur Civic Center stands on the downtown block where the original Decatur High School once stood, a building once known as "Decatur's most pretentious public building." Construction of the $13 million center ran from 1978 into 1980, and the Trinity CME Church was torn down to make way for it. Photographs from October 1978 show steel reinforcement going in for the ice rink, and by May 1979 crews had moved on to the roof and interior walls.

The result is a multi-purpose civic building rather than a stand-alone rink: the arena doubles as 28,000 square feet of exhibit space and seats 3,200 for concerts, and the same roof covers conferences and community events. Decatur's youth hockey club schedules its 8U Sparks games on this ice and holds its board meetings in the building's conference room. In March 2020 the Decatur Blaze swept the Metro Jets Development Program here in two games to reach the USPHL national championship series.

Fresh ice went down on July 24, 2025, and in July 2026 the center opened the rink for summer skating while hazardous heat warnings were in effect.
