The Soyuz sports and culture complex in Zarechny, Penza Oblast, was founded as a municipal institution on 25 January 2010, and its ice palace opened on 3 December 2010 with the rock band Moralny Kodeks as guest of honour. It is a three-storey building of 14,000 square metres whose arena meets the requirements of the Higher and Continental Hockey Leagues.
The ice sheet measures 60 by 30 metres, is about 3 cm thick and is cleaned and renewed up to ten times a day by a Canadian-made machine. The arena has five dressing rooms with showers, a skate-hire point, a sharpening point, a cloakroom and a first-aid post.
Public sessions are announced by the complex, instructors help beginners, and children aged 4 to 7 skate only with a ticketed adult on skates.
