Built by a parents' hockey association whose first ice sat in a Powell beef barn; opened in January 2001
Riley Arena grew out of the Park County Optimist Hockey Association, a group of parents organized in May 1997 to give local children a winter sport. From 1996 to 1998 the association skated in the Beef Barn at the Park County Fairgrounds in Powell. A gift from Victor and Marilyn Riley set plans for a permanent building in motion; construction began in 1999 and the arena opened in January 2001, with more than 400 people on the ice that first afternoon.
The arena, itself a nonprofit, runs as an ice rink from mid-August through March and houses the Park County Youth Hockey Association, the Yellowstone Quake Tier III junior hockey team, the Cody Figure Skating Club and the Heart Mountain Figure Skating Club. The Quake play their home games here, more than 110 registered youth players skate in the youth program, and the Cody Figure Skating Club holds its annual competition each spring.
The ice does not stay in all year. The building has long alternated between ice and bare-floor events, and in July it hosts the Winchester Arms Collectors Association gun show. For 2025 the schedule took the ice out on May 10 for the Big Horn Basin RV Show and brought it back on August 1 for the hockey and figure skating season.
