Renamed for Lois and Eldon Kemp in 2019

Lois Kemp Arena is the City of Ottawa's arena in Blackburn Hamlet, in the city's east end. Until 2019 it was the Blackburn Hamlet Arena; on October 23, 2019, the City of Ottawa approved new names for the arena and the outdoor rink to honour Lois and Eldon Kemp. Lois, a resident of Blackburn Corners for 72 years, spearheaded the formation of Gloucester Ringette and founded the Blackburn Area News. Eldon built and maintained the community's outdoor rinks and puddle rinks every winter until 1990.

The arena reopened in 2021 after an expansion funded by the City of Ottawa and Canada's Enabling Accessibility Fund. The work added a 6,700-square-foot addition on the south side of the arena and renovated 6,000 square feet of the existing building. Skaters now enter through a new vestibule with automated sliding doors into an expanded lobby, with a seating area in the addition, four full-size dressing rooms and two alternate-needs dressing rooms. The whole project was designed to meet LEED Silver certification and the city's Accessibility Design Standards.

The ward councillor hosts an annual free Family Skate at Lois Kemp Arena. The 2025 edition doubled as a collection for the Ottawa Food Bank, and the next one ran in February 2026.

Basic skating, including HST: adult CA$5.85; child, youth or student CA$3.50; senior CA$4.40; family CA$3.50 per person. Specialized skating and hockey use a separate, higher Plus rate.

Skating with children

At public and family skates, children 10 and under must be actively supervised by a parent or guardian aged 14 or older. Children 10 and under must wear a CSA-certified hockey helmet to be allowed on the ice at City indoor arenas (bicycle, ski and snow-sport helmets are not allowed), and children may not be carried on the ice.

Accessibility

E-Z gliders are permitted as a skating aid during family and public skating. Wheelchairs and strollers stay along the boards, with sand and salt cleaned off the wheels, and wheelchair and stroller occupants over 12 months need a CSA-approved helmet.
