An outdoor rink from the 1970s Civic Center project, revived in the 1990s and roofed over in 1998
The Wexford County Civic Center began as a multipurpose recreational building and ice arena described in a spring 1975 Cadillac Evening News article, partly financed by the state Department of Natural Resources; its dedication plaque is dated 1978. The outdoor ice rink that was part of the project fell into disrepair after its refrigerant pipes stopped functioning.
In the middle of the 1990s a community effort revived the rink; hockey players had been skating on a primitive rink near Lincoln School. After the Rotary Club of Cadillac suggested combining a soccer-field project with the arena, CASA/WISE, Wexford Ice Skating Enterprises, was formed. Sponsors including Bank One and the Gus Macker basketball tournament also contributed.
The arena was built over the existing ice and completed in 1998. The small building that held the ice surfacing machine still stands as part of the complex. The arena became home to men's and women's league hockey, Cadillac High School hockey and tournaments.
