A refrigerated outdoor rink at the 1980 complex built to house the former city of Nepean's city hall

Ben Franklin Place was built in 1980, at a cost of CA$24 million, to house the city hall of the former city of Nepean. The complex takes its name from Ben Franklin, who was the longest-serving mayor of Nepean.
Today the complex, in the Centrepointe area of Ottawa, houses a satellite office for the City of Ottawa, the Centrepointe Branch of the Ottawa Public Library and the Centrepointe Theatre. The outdoor skating rink is part of the same complex, so skaters share the site with the library and the theatre.
The ice is a refrigerated surface, and the City of Ottawa maintains it directly. There are no boards around the ice. Lighting is installed for the season, and portable buildings serve the rink while the ice is in. The rink is supervised.

CSA-approved helmets are highly recommended for all skaters, and children seven and under must be actively supervised by someone 14 or older.

People in wheelchairs must wear a CSA-approved helmet on the ice, and wheels must be cleaned of sand and salt first; E-Z gliders are the only skating aid allowed.
