Community-maintained rink beside a 1978 centre with its own no-checking outdoor hockey league

The Constance and Buckham's Bay Community Centre was built in 1978 by the amalgamated township of Torbolton, which took in the CBBCA area and neighbouring Dunrobin. The Constance & Buckham's Bay Community Association, founded in 1946 as the Property Owners Association, took on managing, maintaining and developing the new centre and its community park. The building was expanded in 1992 by the community and the amalgamated township of West Carleton, and again in 2015 with Project Sandhills Phase 1, the City of Ottawa and Northwind Wireless; it now covers nearly 17,000 square feet.
The outdoor rink is one of the facilities that surround the centre, a sheet with permanent boards and permanent lights, and the community maintains the ice. The CBBCA's Outdoor Hockey League plays here for girls and boys aged 5 to 15: nobody checks or slap-shots, and there is no score-keeping, no standings, no game records and no timekeeping. Players wear CBay jerseys handed out for the season and returned when it ends. The association's Skating Lessons with Coach Phil and Friends teach kids the basic and intermediate skills needed for hockey, figure skating or recreational skating.
Family skates run with no pucks or games, and when other skaters come onto the ice during a full-ice hockey game the players stop and share the sheet.

People in wheelchairs must wear a CSA-approved helmet on the ice, and wheels must be cleaned of sand and salt first; E-Z gliders are the only skating aid allowed.
