Named for Newcastle's first mayor, Garnet Rickard

The complex opened as the Bowmanville Recreation Complex and was renamed in a ceremony on October 28, 1994, after Garnet B. Rickard, who had helped raise money for it. Rickard was born in 1916 on a farm near Bowmanville and served as the first mayor of the Town of Newcastle from 1974 to 1985; he died in June 1994, aged 79.

The building has two NHL-size ice pads along with a banquet hall and meeting rooms. The Clarington Eagles, founded in 2011 to fill the gap left when the Junior A Bowmanville Eagles folded, play their home games here in the Orr Division of the Provincial Junior Hockey League.

The complex is also the base of the Clarington Green Gaels, a Junior B box lacrosse team in the OLA Junior B Lacrosse League. The Green Gaels name dates to 1946, when Jim Bishop founded the club, and its Junior A teams were national champions every year from 1963 to 1969, a run inducted into the Canadian Lacrosse Hall of Fame in 2000.

Open Leisure Skate drop-in: adult CA$4.52, youth CA$3.50, senior 55+ CA$3.50, family or group (maximum of 5, 2 adults) CA$11.25, children 3 and under no charge. Parent and Child Skate: adult CA$4.52, child CA$3.50, children three and under no charge. Prices do not include tax and are in effect until December 31, 2026. Multi-visit passes: adult CA$40.68, youth or senior CA$31.50.
